
Sabotage Covert Action ( War of the Chosen): 2 (3 Rookie). If there is no progress under the Elder Statue then they cannot reduce progress associated with a particular Facility. Story missions only reduce progress under the Elder Statue. This makes the Shadow Chamber extremely valuable in preventing the progress meter from filling. Most story mission objectives reduce progress by 1-3. There does not appear to be an upper limit. The value is visible as the number of red dots below the facility on the Geoscape. Successfully finishing a generic Avatar Project Facility mission reduces the Avatar Project Progress by a value equal to the progress that facility has contributed. These events will decrease progress on the Avatar Project: Failing to accept (skipping) a mission will reduce the amount of time before this occurs. Every several weeks progress will increase by 1 naturally. Every several weeks an already existing Avatar Project Facility will increase progress by 1.
There can only be 5 Facilities in play at any time.
When an Avatar Project Facility appears it will increase progress by 1, with a 25% chance to increase progress by 2 only on Commander difficulty. The Dark Event "Major Breakthrough" increases progress by 2. The Dark Event "Minor Breakthrough" increases progress by 1. These events will increase progress for the Avatar Project: Progress begins at 3 blocks and will gradually increase via various events. The Avatar Project may be delayed by inducing several decrease events, or permanently halted only through completion of the game. If progress is not reduced in that time, by any means, the aliens will complete the project and XCOM is permanently destroyed through unexplained circumstances. If all 12 blocks are completed, the Avatar Project enters its final stages, during which a countdown of fixed duration begins (24 days Rookie, 22.75 Veteran, 15 Commander, 27.33 Legend). The project's progress meter (also called the Doom Counter) appears as a red 12 block bar located at the top of the screen on the Geoscape. The Avatar Project is a key gameplay mechanic that determines the aliens' progress towards victory its completion means the end for XCOM. Should the player fail in this task, they will lose the game.
